OUR CURRENT AND RECENT POLITICAL SITUATION
From the end of 1996 until the first semester of 1998, the indigenous movement in general, has encountered diverse circumstances that threatened us with an eventual internal weakening of our organizations.
Produced by circumstances of the political electoral participation of the national government, and for consequences of those actions, our external image nationally and internationally more than our internal unity, was threatened.To confront this situation, with what seemed to become a daily adversity, there were made several attempts to return the unity, until, during the V Ordinary Assembly of the Parliament of the CONFENIAE, the matter was finally discussed at the level of the Amazonian delegations and with the president of the CONAIE. A product of the V Assembly, was to renew the directive of the CONFENIAE and it was agreed to undertake a combined effort between CONFENIAE and CONAIE, in order to summon to all the bases, ECUARUNARI and COICE, to recover the unity of the movement of Ecuadorian natives.
Therefore, an intermediate point of advance, discussion and analysis were the realization of the "First Summit of the Indigenous Nationalities of Ecuador," between the 12th - to 14th of July 1997, where it was discussed the pending matters as to the unity, and global processes of development and the implementation of the idea of plurinacionalism.
The formation of the indigenous organizations in the amazon has occupied the last three decades at least, with an intense work, we know that it won't be only a Leaders' Assembly or a Summit of Leaders of the Indigenous Nationalities that solve the pending matters and bring unity.
It is necessary to undertake a process of participation of base, of training, of discussion, analysis, and of tasks, in order to renovate the organization, and for the development that we want for our communities.
OBJECTIVES.
Modernizing our information network, analyze problems, difficulties, alternative uses of territories indigenous strengths, programs, conflicts and novelties around the CONFENIAE, Our 880 communities, Federations, CONAIE and COICA.
Discussing and define strategies of action about the state of environmental situations in the indigenous territories of the amazon, mainly in front of the action of the oil companies in the several blocks that affect our indigenous towns.

*Conformación of the Permanent Commissions of the Amazon Parliament.
*Problems, difficulties and positive advances of each Federation of base.
*Report from the Directive Council of the CONFENIAE.
*Report from the Federations of base.
*Report from the Provincial Councils Of Intercultural Bilingual Education Of The Amazon.
*Reading of documents of each federation.
*Reformation of the Statute of the CONFENIAE.
*Analysis of the Proposals of each federation, in front of the oil activities.
*Conclusions and Resolutions.
ACTIONS And STRATEGIES:
Preparatory meeting: with 108 presidents of the federations of base, they in turn will define 108 topics of discussion.
Organization of the Assembly will be carried out by means of commissions of work and support by the 108 leaders and collaborators of the CONFENIAE.
Presentation of 108 topics of discussion: The presentation, discussion, debate and resolutions addressing the 108 topics of the agenda finalizing the internal regulation of the Parliament.
Actualization of information on the proposals of each federation and in front of the oil activity: the support of the monoriting team which is an environmental partner of the CONFENIAE, in order to gather and systematize the information and the proposals, on which CONFENIAE will therefore be able prepare a regional proposal.
EXPLICATION OF BUDGET THAT IS REQUESTED
:Contributions for: transport, of delegating, feeding, materials and lodging of exhibitors and delegates that do not fit in our headquarters.

The estimate includes the feeding to all 108 delegates during the Congress plus for support to the payment of the feeding of 108 delegates of the interior that they have a long trip in order to come to the congress and in order to return to their communities.
TRANSPORT:
Water transport: For 108 Siona delegates, Secoya and Cofán, from the zone of Cuyabeno; for the delegates of Foise from Aguarico and San Miguel; those of Fcunse, from the banks of the river Coca; those of FOIN from the Napo river, those of OPIP, from Arajuno, the Achuar, of the banks of the Pastaza river.
Air transport: Delegates of the Shuar Federation, FIPSE, the ONAHE, the OPIP and FINAE, only accessible by air.
Terrestrial transport: for 108 delegates: Siona, Secoya Cofan, Quichuas of FOISE, from Dureno and Lago Agrio, for 108 Quichuae of FCUNAE, from Coca and isolated communities for 108 Quichua of FOIN, from Tena and communities of influence, for the Quichuas of OPIP, from S. White, Canelos, S. Commune Hyacinth and other near communities to Puyo; Shuar delegates of terrestrial zones, Chiguaza, Seville, Pablo Sixth, etc.
Cost of provisions, cook and contribution of feeding to 108 travelers of distant zones that they should travel for more than one day or that they should be waiting for the light plane if there is or there is not a one good time of flight. A cost is considered average: 15000 [sucres] daily x 5 x days 224 people, in order to make an average of S/. 16 800 000, however, each federation and delegate contributes with feeding maybe it is meat, chicha, yuca, etc., in order to diminish the budget requested by means of cooperation.
Medications: In view of the concentration of people in the assembly, it is indispensable have a
source for medicine. Lodging: CONFENIAE doesn't have capacity in order to house so much people in the Headquarters, at times some delegates of federations (especially of FICSH) they have put up in a pension and they have passed the invoice for the costs on to the Assembly.
